About the project partners

The TV ERF is being developed by a partnership of seven councils across the North-East and will serve more than 1.5 million people living and working across the region.

TV ERF project governance

Hartlepool Borough Council was the lead council for the TV ERF project on behalf of the seven partner authorities during the procurement phase, and this process was overseen by a governance board comprising representatives from each of the partner authorities, supported by a team of independent expert consultants.

Following the selection of Viridor as Preferred Tenderer, the partner authorities formed a Special Purpose Vehicle (SPV) company called Tees Valley Energy Recovery Limited (TV ERL). This is the entity which contracted with Viridor upon Financial Close in April 2026.

The board of TV ERL is comprised of representatives from the partner authorities and will be responsible for overseeing delivery of the contract in perpetuity.
